Building Control Regulation in England & Wales – your chance to input

The Institution of Structural Engineers and the Institution of Civil Engineers (ICE) have jointly established Structural Engineers Registration Ltd (SER).

SER will provide registration services for chartered engineers who are licensed to undertake third party checking and certification, in relation to the structural content of designs, for compliance with building regulations.

SER currently operates a successful scheme on behalf of the Scottish government and a smaller but equally successful scheme for the States of Jersey.

The UK Government has expressed interest in the possibility of a similar scheme being offered in England and has asked SER to explore how this might work within the English system of building regulation enforcement. SER has been working with LABC to develop ideas on how such a scheme might operate.

Though SER has experience of operating certification services in Scotland significant differences in how regulation approvals are obtained in England will require the development of a different approach.

To support this work SER is seeking input to understand views of how the current system in England works from people in the following categories:

• Local authorities
• Approved Inspector
• Structural designers 
• Commissioners of structural work

We would be very grateful for your assistance in gathering data on how the current system of regulation enforcement operates in practice by completing the relevant online survey questionnaire below. It will not take more than 10 minutes of your time and your input will be extremely valuable in shaping the proposals that will emerge from this study. All responses will be treated in confidence however the combined results may be shared with other parties.
